7th Africa Region Consultation

NGO Working Group on the World Bank and The World Bank Africa Region

The NGO Working Group on the World Bank / Africa Region (NGOWGWB/AR) is a network of African NGOs and civil society organizations (CSOs) interested in engaging the World Bank in dialogue on issues of policy and programs. The NGOWGWB/AR is part of the global NGOWGWB, a decentralized group of regional working groups on the World Bank seeking to amplify the voice of Southern regions in World Bank advocacy.

Meeting in Durban, South Africa, the 7th Africa Regional Consultation focused on the Poverty Reduction Strategy program, a joint effort of the World Bank and International Monetary Fund. Also on the agenda: information technology and development, NGO capacity building and the International Forum on Capacity Building and HIV/AIDS in Africa. A day-long training was provided by on the final day, by IDASA of Capetown, South Africa, on monitoring national budgets.

Nearly 25 NGO delegates from 15 countries met among themselves for a full-day before meeting with 12 members of the World Bank Africa Region. Resident Mission staff from 9 Africa countries were joined by a senior operation officer, the operations director of the Vice President for Africa and the coordinator of the Participation Thematic Team of the Bank.

Further information from countries--such as Kenya, Mauritius and Madagascar--was brought out by both NGO and World Bank participants during discussions.

Further presentations were provided on participation, capacity building specifically related to PRSPs and related topics.

The NGOWGWB/AR consulted and began planning a monitoring project on participation in PRSPs in several African countries. Additional decisions for action involved capacity building consultations, information technology, deliberate networking and communications among the working group members and their wider networks. NGO participants were largely from national networks and umbrella organizations, with memberships and networks ranging from 15 to 1500 organizations.
