BURKINA FASOBurkina Faso has completed its PRSP, it is available online at In other news from Burkina Faso, the World Bank Board of Directors discussed and approved a new Country Assistance Strategy (CAS). They approved a US$66.7 million credit for a community-based rural development program in support of the country's poverty reduction strategy. ETHIOPIAEthiopia has drafted its IPRSP, which is public but has not yet been widely distributed. The Forum on Social Studies, an Ethiopian think tank, will hold a Policy Dialogue as one of the first forums on PRSP in Ethiopia, on 22 December. A report from a participant of that meeting is available at MESOB, an Ethiopian networking site. In other news, the World Bank is supporting an Ethiopian post-war recovery program.
MESOB.org: IFI's, Debt and Poverty in Ethiopia Forum on Social Studies KENYAThe PRSP consultative process in Kenya started off well with sampling of 25 districts out of 69 for comprehensive consultations. After the launch of the process, it is understood, some politicians were not satisfied with the sampling of the districts. There are political suspicions and implications at play. They have pressed that all of the 69 districts be covered (on the same budget). The process is budgeted to cost 140 Million KSh. (Exchange = 79KSh : 1US$). Civil society in Kenya is keenly monitoring the process and will continue to provide updates on the status of the process and consultation. In other news from Kenya, the World Bank approved a US$50 million credit to support the government's efforts to decentralize and reform the health sector.

Uganda Debt Network Uganda Participatory Poverty Assessment Process World Bank Participation Team: Notes on Participation in Uganda and Bolivia ZAMBIAThe Zambian IPRSP was completed on 7 July. There was little stakeholder participation in the writing of the IPRSP. Chrispin Mphuka of Jubilee 2000-Zambia commented, "a single office under the Ministry of Finance and Economic Development drafted the Interim PRSP. No consultation has been made with CSOs or any other government departments." The Government responded to criticism by saying that it was under massive pressure to submit the paper to the IMF and the Bank within the stipulated time and that the interim paper was merely a guide for poverty reductiob strategies. The Bank has also said, to similar discontent beyond the Zambian case, that the IPRSPs are not intended to be participatory, but are an interim measure to continue concessional lending while PRSPs are prepared. Still, stakeholders have expressed their dissatisfaction with the lack of consultation around even the IPRSP. Some have noted that the IPRSP depends heavily on the PFP and does not prioritize poverty. Zambia had planned to have a draft complete in November 2000, but the timeframe has been shifted to January 2001. A civil society conference convened in October, with further follow up consultation planned. These activities are organized by civil society groups, including Jubilee 2000 Zambia with collaborating with partners in civil society such as women's associations and other sectoral civil society leaders.
